MOBILE PATROL SERVICE

Patrols can generally be divided into two categories:
1. Foot Patrols 2. Vehicle Patrols

While patrolling an assigned area, the guard should be, “systematically unsystematic”. He should frequently backtrack and take an unexpected route whether in a vehicle or on foot. The guard should maneuver so as to observe the people and locations on the assigned route without being observed. This can be done properly only if the guard has intimate knowledge of the area to be patrolled.

Observation is a prime task for the patrol officer. Observation is a result of intelligent curiosity and it can be developed. The guard should carefully take in all aspects of the environment. When anything out of the ordinary takes place, the guard should evaluate the situation and take necessary steps. Particular care should be taken when observing individuals and an accurate personal description is critical. Every guard should learn the techniques employed in our organization to identify people.

Items that the individual on patrol should look for are almost endless. Examples of some of the more common items are:

- doors, windows or other openings that are not secure

- all suspicious persons, vehicles or circumstances

- signs of disorder, excitement or unusual activity such as groups of people gathering in an area, drunk or disorderly individuals, quarrelling and individuals who are emotionally disturbed

- hazardous conditions such as water leaks, unlocked rooms containing dangerous processes, fire hazards and malfunctioning equipment.

Patrol officers should not visit or fraternize with on duty guards unless in full uniform and on duty. Doing so would diminish the effectiveness of the guard’s performance. Visits to site guards should be kept short and to the point as to not interfere with his duties.
Patrol Program

The vehicle patrols are a mix of a patrol car touring the site and a general foot patrol of common areas inside the building. Response assigns minimum and maximum amounts of time on site. In the event that a Response officer must leave your site mid-patrol to respond to a security on call request from another site, the balance of the minimum time will be added to the next patrol and noted on our nightly site report.

Our standard patrol consists of checking the following: (Residential High-rise)

- Visitor’s parking - Tenant parking - Underground parking garages - Lobbies
- Locker rooms - Laundry rooms - Pool areas - Garbage rooms
- Take note of all burnt lights in common areas - Health and safety issues
- Ensure no canvassers or solicitors are on site - Lock-up of assigned areas
Security on Call

Security on call is a program that allows your tenants an alternative to report possible suspicious persons on site or to quiet a noisy party without waiting for police who rate this as a low priority call.

Although low priority to the police, this is a major stress to your tenants who perhaps have to work in the morning. When police visit a building, too often it takes from the residents’ peace of mind that they live in a quiet building.

When security is on site, tenants see our patrol vehicles as re-assurance, knowing that someone is checking up on their behalf. This instills peace of mind knowing that their property managers are taking every possible reasonable step to ensure their well-being.

The service is available for your tenants 24 hours per day, 7 days per week with a call to the central dispatch at 567-2737.
Response will call all complainants before and after to inform them of the action taken. This will reassure the tenant that something has been done in response to their concerns.

Residential: The cost of this service is absorbed into the patrol program counting the On Call Service as a patrol as our officers will conduct a brief patrol after the call. This will appear to the other tenants that there is no problem, just Response Security conducting a regular patrol. The administrative benefit is counting the on-call service as a patrol will minimize fluctuations to the monthly security budget while still addressing unscheduled events.

Security on Call for non-patrolled Sites

Response will respond to other sites, for a per visit fee with a maximum time on site of 30 minutes. A fee per additional 10 minutes on site will apply.

By-Law Parking Enforcement

Response officers are presently sworn PPO officers capable of writing parking infractions for fire routes, handicap parking and private property parking tickets at all Osgoode rental properties. In the event that a site is not registered with Response, we will make the necessary arrangements to have it added to our list. This service is conducted free of charge during regular scheduled patrols. Response will respond to non- patrolled sites during our service hours for a per visit plus court costs.

Guard On Call

Response will provide a security guard on call with a 4-hour minimum billing at predetermined per hour as available.

Mobile Patrol On Call

Any manager may request additional patrols for non active sites at any time for a rate per 20 minutes required on site.
